The CONVEY project turns wind power into a hydrogen ecosystem at the port.

The decarbonisation of heavy transport calls for new fuels — and Power-to-X is expected to play a pivotal role. By converting electricity from wind turbines into hydrogen through electrolysis, fossil fuels can be replaced with a cleaner alternative. When production is located in ports, it creates an ideal synergy between infrastructure, energy supply, and industry.

As natural hubs for transport and logistics, some ports already combine energy production, storage facilities, and strong industrial clusters. This makes them prime locations for Power-to-X plants — and for integrating side products such as heat and oxygen into circular systems.

This vision is at the core of the CONVEY project at the Port of Hirtshals. Here, Norwegian Hydrogen is building a 5 MW electrolysis plant which, starting in 2027, will produce approximately 500 tonnes of green hydrogen annually, based on local wind energy.

The CONVEY project covers the entire value chain within Power-to-X.

Hydrogen ecosystem with multiple offtakers

The project brings together transport, industry, and circular energy use:

Transport: Vireon Denmark will establish a hydrogen refuelling station at Hirtshals Transport Center, which is serving hundreds of trucks every day. Vendelbo Spedition will distribute hydrogen to users and test hydrogen-powered trucks for heavy transport.

Industry: Biorefinery Biomega will replace part of its natural gas consumption with hydrogen in their industrial operations. Hydrogen will be supplied through a dedicated pipeline connecting their facilities directly to the electrolyser and will exemplify a step towards reducing its CO₂ footprint.

Circularity: Oxygen and surplus heat from electrolysis will be supplied to Onnest, which plans to operate a land-based trout farm near the port.

Together, these initiatives create one of Europe’s first integrated, port-based green hydrogen ecosystems. The project highlights how ports can become central players in the green transition — not only as gateways for goods, but also as active producers and distributors of green energy.

Building the port of the future

For the Port of Hirtshals, CONVEY will strengthen its green profile, create new jobs, and enhance its role as an industrial hub.

This makes us more attractive to companies with strong sustainability ambitions and benefits the entire local community. The EU’s Clean Hydrogen Partnership and Horizon Europe are supporting the project with DKK 67 million. With a total budget of DKK 164 million, the ambition goes far beyond Hirtshals: the model can be replicated — fully or partially — in many ports across Europe that face the urgent task of decarbonising transport and industry.

The CONVEY project offers a tangible blueprint for how Power-to-X and ports can work hand in hand — generating climate, economic, and social benefits.
